The agents involved in the Heller affair are from the Third Directorate of Cis-Lunar Intelligence, the division of PraeSec assigned to deal with 'internal threats to Terran freedom'. The Third Directorate operates outside the PraeSec charter; its existence is one of the organisations greatest secrets.
The Praesidium has decided that the use of Astartan psychonet systems poses a serious threat to the people of Earth and needs to be suppressed by any means necessary. This decision has been made without the knowledge of the Ecclesia's Security Oversight Committee; the Committee is not even aware that CLI-3 exists.
To neutralise the psychonet threat the Third Directorate has assigned a team to track down and eliminate the importers and distributors.
