In August 2002, against its better judgement after the wholly unjustified retaliation by Earth, the Ceres government announced that, while it opposed colonialism in the solar system, it would assist Earth's population by all means possible in rebuilding. On 1 January 2003, the UN and a coalition of Mars groups formally ended the war with UN recognition of a free Martian state.

In fact since the cutting of the Mars beanstalk, the Martian underground had sustained very light losses and had successfully contained the occupying force. The peace declaration enabled them to come out into the open and begin to rebuild the domed cities and beanstalk and stabilise orbital space. One of their first actions was to build shuttles for the departing UN troops.
